Effective communication is:
Many would argue that the internet can not be an effective tool for communication to union members because the guys in the field don't play with computers. (Some would argue that this site is a waste of my time, because trustees and administrators don't play with computers; but you're here, right?) So, maybe the 'net can't be the only means of communication (yet), but it does offer the chance to interact with participants in a powerful way.
The best way to find out what the web can do, is to see what other people are doing.
